The Australian government has announced substantial reforms to the National Disability Insurance Scheme (NDIS) as part of the 2026 federal budget, aiming to save more than $36 billion over the next four years.
These changes are intended to curb the scheme's rapid growth and ensure its sustainability, while refocusing support on individuals with significant and permanent disabilities.

Key aspects of the reforms include tightening eligibility criteria to limit access to the NDIS, with the goal of reducing the number of participants to approximately 600,000 by 2030, down from previous projections of 900,000. Additionally, the government plans to implement a standardised assessment tool by January 2028 to determine access to the scheme, aiming to provide a more consistent and objective evaluation process.

To support individuals who may no longer qualify for the NDIS under the new criteria, the government has allocated $3 billion over the next five years for programs outside the scheme. This funding is intended to be matched by state and territory governments, ensuring that those in need continue to receive appropriate support.

The National Disability Insurance Agency (NDIA), which administers the NDIS, will also undergo changes, with a reduction of 669 staff positions in the next financial year. Conversely, the NDIS Quality and Safeguards Commission will see an increase of nearly 200 staff to enhance oversight and ensure the quality of services provided.

These reforms have sparked a range of reactions. Proponents argue that the changes are necessary to prevent the scheme's costs from becoming unsustainable and to ensure that support is directed to those who need it most. Critics, however, express concern that tightening eligibility and reducing participant numbers could leave some individuals without essential support services.
