Insurance Tax Reform Push Puts Premium Pressure Back in Focus

Why levies, duties and policy add-ons matter when tradies review cover

Insurance taxes are back in industry headlines, with renewed pressure on Australian governments to address the levies, duties and charges that can add to the cost of keeping cover in place.
For tradies, this is not just a policy debate in Canberra or state parliament.
It can flow through to the real cost of protecting tools, vehicles, workshops, stock, public liability exposures and business interruption risks.

The key point is that insurance premiums are not driven by one factor. Claims costs, labour shortages, replacement parts, building materials, extreme weather, reinsurance pricing and local risk all play a part. Taxes and emergency service levies can then sit on top, making the final amount harder to absorb for small operators already managing fuel, wages, materials and tax obligations.

For a sole trader or small trade business, even a modest increase can create a difficult choice: reduce cover, lift excesses, delay renewal, or wear the cost and hope cash flow catches up. That is where the danger sits. Cutting cover without understanding the impact can leave a business exposed to a major gap after theft, fire, storm damage, accidental property damage or an injury claim.

The reform push does not mean tradies should expect premiums to fall overnight. Any change to duties or levies would depend on government decisions, timing and how insurers apply savings. However, it is a timely reminder to treat renewal as a business risk review rather than a bill to be paid automatically.

Practical steps include checking whether your policy reflects today’s replacement costs, not last year’s figures. Tools, plant, trailers, site gear and materials may cost more to replace than they did when you first arranged cover. If you understate values to save premium, the short-term saving may be outweighed by a claims shortfall later.

Tradies should also separate “price” from “value”. A cheaper policy may look attractive, but the details matter: portable items limits, theft conditions, unattended vehicle exclusions, subcontractor requirements, contract works limits, excesses and whether cover applies away from your premises.

  • Review your renewal schedule before the due date, not after it lapses.
  • revisit sums insured for tools, plant and site gear using current replacement values.
  • Check whether client contracts require specific public liability or contract works limits.
  • compare cover options before reducing protection to manage cost.

The broader affordability debate is important, but the immediate action is practical: know what you own, know what could stop you working, and make sure any savings do not create a bigger financial risk for your trade business.
