A federal parliamentary inquiry into small business insurance has reportedly pushed back its final report from 27 October 2026 to 26 February 2027, extending the wait for recommendations on insurance affordability, availability and regulation.
For Australian tradies and small trade businesses, the delay matters because the inquiry is examining the types of cover many operators rely on daily, including public liability, professional indemnity, cyber risk and business interruption insurance.

The inquiry, being conducted by the Parliamentary Joint Committee on Corporations and Financial Services, was referred on 30 October 2025 and called for submissions earlier this year. Its terms of reference focus on whether modern insurance products meet contemporary business needs, whether cover is affordable and available across regions and sectors, and whether the current regulatory framework is adequate. Recent industry reporting says the committee has received more than 100 submissions and held hearings in Sydney, Brisbane, Perth and Melbourne.

For trade operators, this is more than a policy debate in Canberra. A sole trader or small crew may need multiple policies across vehicles, tools, contracts, employees, subcontractors and client-facing liability. A change in premium, excess, exclusion or insurer appetite can affect whether a job is viable, whether a contract can be accepted, or whether a regional operator can maintain the same level of protection as a metropolitan competitor.

The extended timetable also means business owners should not wait for a reform outcome before reviewing their own arrangements. Practical checks may include confirming that listed business activities still match the work being performed, checking limits for public liability insurance, updating tool and equipment values, and reading exclusions that apply to higher-risk work such as excavation, height work, hot works or work on certain premises. Where contracts require certificates or specified limits, the wording should be checked before work begins rather than after a claim or dispute arises.

The inquiry may ultimately recommend changes to regulation, disclosure, risk mitigation, insurance taxes, claims processes or market access, but there is no certainty yet about what the final report will propose or how quickly any government response would follow. That uncertainty is itself useful information: renewal planning remains a business discipline, not a one-off administrative task.

Tradies facing renewal pressure can use the extra time to prepare a clearer risk profile. That may include keeping incident records, documenting security measures for vehicles and workshops, reviewing subcontractor controls, and assembling accurate asset lists. General tools such as a Trades Insurance Calculator can also help organise estimated sums insured, although actual policy terms, premiums and eligibility will always depend on insurer assessment and the relevant policy documents.
